A user is a Google account email address that uses the add-on. Only users that need to configure, run or schedule reports need a subscription. The number of people that have access to the Google sheet does not matter.
Your subscription starts only after your trial ends. Your trial period is always free, also if you subscribe before the end of your trial period.
